Energy Facilities Under Review
Antelope Ridge Wind Farm
Proposed Facility:
Wind energy facility with a nominal (name plate) generating capacity of approximately 300 megawatts.
 
Location:
Union County, Oregon.
 
Status:
The Application for Site Certificate was deemed complete on Dec. 30, 2010 and a public information meeting was held in Union on Jan. 25, 2011. In June 2011, the applicant entered into a mediation process with the Oregon Department of Fish and Wildlife (ODFW) to resolve issues concerning mitigation of the proposed facility’s potential impacts on fish and wildlife, threatened and endangered species, and wildlife habitat. On Nov. 10, 2011, the applicant and ODFW submitted a revised habitat mitigation plan and a wildlife monitoring and mitigation for consideration by the Energy Facility Siting Council. On Feb. 1, 2012, EDP Renewables notified the Department and the Council that it was waiving the one-year decision requirement of ORS 469.370(9)(d) so that the applicant could complete baseline wildlife studies and incorporate the information into its Application for Site Certificate. On Feb. 10, 2012, the Department responded to the EDP Renewables letter and acknowledged the applicant’s waiver of the statutory review timeline. However, the Department retains the authority to publish the Antelope Ridge Draft Proposed Order before the studies are completed and the reports submitted.

Boardman to Hemingway - Line
Proposed Line:
The Oregon Department of Energy (ODOE) received a new Notice of Intent (NOI) from Idaho Power Company (Idaho Power) on July 15, 2010 to apply for an Energy Facility Site Certificate for a new transmission line, called the Boardman to Hemingway Transmission Line Project. The proposed transmission line consists of approximately 298 miles of single circuit 500 kilovolt (kV) transmission line connecting the power plant near Boardman, Oregon and the planned Hemingway substation near Murphy, Idaho. The proposed transmission line will cross federal, state and private lands and is undergoing both state and federal review. Click here for the joint state/federal scoping letter.

Klamath Falls Bioenergy
Proposed Facility: 
The proposed Klamath Falls Bioenergy Facility will burn biomass (wood waste) in a fluid bed boiler to produce steam to drive a turbine generator that will produce up to 35 megawatts (MW) of electrical power.

Klamath County, Oregon.
